Accelerated Misconduct Hearing
Name of Officer: Former Special Constable K
Hearing date / time: Wednesday 16th September 2026 – Start time 10:00 hours
Location: Suffolk Constabulary, Landmark House, 4 Egerton Road, Ipswich, IP1 5PB
Summary of conduct alleged:
That in 2019 he accessed pornographic websites that resulted in the following child abuse images being cashed on his device: 1 x category B pseudo image and 10 x category C images.
That in 2024 he made and kept a video recording taken from a CCTV camera that showed a young male getting changed.
That in 2018 he accessed the custody image of an adult detainee and copied it to his personal device. He was not involved in the detainee’s case.
That on various dates he illegally downloaded pirated films.
It is alleged that this conduct breached the following Standards of Professional Behaviour in respect of:
• Honesty and Integrity
• Discreditable Conduct
It was determined that the allegations should be heard at an accelerated misconduct hearing.
Application for anonymity and reporting restrictions
The former special constable has applied to the Chair for an application of anonymity and that information concerning personal sensitive medical information be held in private hearing session and subject to a reporting restriction. The former officer makes the application under ECHR Article 8 Right to Private and Family life AND welfare / health grounds.
In response to the application, the Chair has provided temporary anonymity and reporting restrictions in order to facilitate a public notice informing the press and public of the impending hearing and application.
In line with Police (Conduct) Regulations (Reg 53(5) &(6) and (59(3)), the Chair invites written representations by any representative of the media in respect to the former special constable’s application. Any such applications must be provided to the Chair no later than 12 noon Friday 11th September 2026. The written representation should be made to: Hearings Manager, Norfolk and Suffolk PSD. Public Hearing and Attendance
This is a public hearing and as such the public and members of the media are permitted to attend. Any application to attend the hearing should be made by 12:00 hours on Tuesday 15th September 2026 by completing the ‘Apply to attend a misconduct hearing’ via the Suffolk Constabulary website.
